Kate Norris, Ph.D.

Vice President

Kate Lattimore Norris, Vice President of Pavlik and Associates, is directly involved in many of the firm’s public and private sector accounts and spearheads their brand research and public engagement activities. She has spent the last decade at Pavlik leading community engagement initiatives and public involvement campaigns of all types and sizes. Her on-the-ground communications experience combined with her academic training affords her the exceptional ability to balance grassroots engagement with highly technical, rigorous data collection and analysis. She is passionate about helping governments and citizens tell their stories and contribute in meaningful ways to community narratives that result in successful public policy implementation.

Kate recently earned a Ph.D. in Public Policy and Public Administration at the University of Texas at Arlington. Her dissertation investigates the potential of creative collaboration in identifying solutions to complicated public problems such as lack of access to healthcare in rural Texas. Additional research interests include citizen engagement of all types, co-production in service delivery, intergovernmental collaboration leading to public sector innovation, and communication in the public sector. 

 

Born and raised in Fort Worth, Kate holds a Master of Business Administration in Marketing from the University of North Texas and a Bachelor of Arts in Art History and Religious Studies with a minor in Asian Studies from Texas Christian University. In addition to serving as a board member of the Multicultural Alliance of Tarrant County, Kate is an active member of the Greater Fort Worth Public Relations Society of America, the American Society for Public Administration, and the Association for Research on Nonprofit Organizations and Voluntary Action.
